Annotation: The article explores the institutional foundations of the functioning and development of corporate training systems in the Russian Federation in the context of large-scale economic transformation and the implementation of technological sovereignty objectives. The relevance of the study is driven by the need to establish sustainable mechanisms for the reproduction of professional competencies within organizations in the face of staff shortages and changing external economic conditions. The purpose of the study is to identify the key institutional factors that determine the effectiveness of corporate education and to develop proposals for their improvement. The study employs methods of institutional and system analysis, summarization of scientific literature, and analysis of current statistical data and legal regulations. The article substantiates that corporate training in modern Russia is evolving from an auxiliary HR function to an independent social and economic institution integrated into the system of continuous education. It is established that the key barriers to development are institutional traps associated with insufficient motivation for long-term investments in personnel and the gap between the requirements of the real sector and the standards of formal education. The article concludes that it is necessary to transition to an ecosystem model of corporate training, which involves close cooperation between businesses, the government, and educational organizations. The author’s recommendations are formulated to improve normative regulation, develop professional and public accreditation systems, and implement mechanisms to stimulate investment in human capital. The practical significance of the work lies in the possibility of applying the obtained results in the development of corporate strategies for human resources development and the formation of state educational policy.
