ON THE FUNCTIONAL CHARACTERISTICS OF THE FRONTLINE REGIME (HISTORICAL AND LEGAL ASPECT)

Annotation: The author presents the research findings, the object of which is the functional characteristics of the frontline regime during the Great Patriotic War (GPW), and the institutional and organizational framework for the set of measures implemented in the constituent entities of the Russian Federation bordering the Special Military Operation (SMO) zone. In the context of the present research, the frontline regime is conceptualized as a discrete historical-legal institute characterized by its distinct functional attributes. Using the comparative legal method, the study examines the administrative and legal regulation of the frontline zone during the GPW and the territories bordering the SMO area. Additionally, employing a formal-legal approach and historical-legal method, an analysis of archival materials and modern law enforcement practice regarding the research topic was conducted. Under the conditions of martial law during the GPW, the establishment of the frontline regime served as a normative foundation for ensuring a set of tasks aimed at protecting the civilian population, preserving state property, neutralizing enemy sabotage and reconnaissance formations, securing the military rear, and organizing ideological struggle. Thus, historically, the frontline regime performed not only military functions but also socio-economic and ideological ones. Taking into account the contemporary specifics of warfare methods in the SMO zone, the organization of protection for border areas is carried out to ensure public safety and enhance the efficiency of providing logistical support to force groupings. Within the fourtiered response system, the functional equivalent of the frontline regime in border territories is achieved through the application of adaptive mechanisms for inter-agency coordination. As a result of the conducted research, the author concludes that there is a need for a scholarly discussion on the legislative consolidation of the special legal status of territories bordering the SMO zone and the four-tiered response system.
