METHODS OF STATE STIMULATION OF DIVERSIFICATION IN THE DEFENSE INDUSTRY: AN ECOSYSTEM APPROACH

Annotation: This article examines methods of state stimulation of diversification in the military-industrial complex from the perspective of an ecosystem approach. The initial data include significant interregional differentiation in the pace of diversification, the digital transformation of production relations, and a critique of current methods focused on quantitative indicators. The subject of the study is the institutional and infrastructural instruments for the formation of regional innovative production ecosystems (RIPEs) with defense industry enterprises as core participants. The objective is to summarize current approaches to state stimulation of diversification through the lens of RIPEs. Hypothesis is that the state, by consolidating defense industry enterprises and creating conditions for the involvement of small and medium-sized enterprises (SMEs), creates an environment conducive to the production of civilian products. The methodology is based on the RIPEs concept and includes an analysis of problems at the macro-, meso-, and micro-levels and a systematization of support measures based on scientific literature and regulatory acts from 2019–2026. Methods of generalization, classification, and comparative analysis are applied. As a result, key barriers to diversification (coordination, marketing, economic, and industry-specific) are identified; six groups of defense industry consolidation instruments (national projects, budget financing, preferential taxation, export support, infrastructure, and preferential lending) and six groups of instruments for engaging economic agents in the RIPEs (tax preferences, improved payment discipline, participant legitimacy, certification assistance, preferential lending, and infrastructure support for entrepreneurship) are systematized. The scientific contribution is the development of the RIPEs concept as applied to the diversification of the defense industry. It is concluded that the state performs a dual function: it approves defense industry enterprises as core participants in ecosystems and creates an environment for interaction with SMEs. The scope of application is regional industrial policy and diversification management at the enterprise level. Future research areas include identifying a mechanism for optimally engaging SMEs in defense industry enterprise ecosystems.
