CURRENT DEVELOPMENT STRATEGIES FOR THE KALININGRAD FISHERY COMPLEX

| Annotation: | This article examines current development strategies for the Kaliningrad fishery complex, taking into account its sectoral specialization, the exclave position of the region, changing foreign economic conditions, and growing demands for food security. It is substantiated that further development of the fishing industry in the Kaliningrad region cannot be limited to increasing catch volumes, since the sustainability of the complex is determined by the coordinated development of fishing, processing, aquaculture, infrastructure, investment policy, and digital management. The study identifies key problems facing the industry, including the depreciation of the fishing fleet, high logistics costs, instability of the resource base, labor shortages, technological dependence, and insufficient digitalization of production processes. It is shown that a forward-looking development strategy should focus on fleet renewal, increasing the depth of processing, expanding aquaculture, modernizing port and cold‑storage infrastructure, implementing product traceability systems, and forming a sustainable regional market for fish products. It is concluded that the existing practice of fragmented support, where assistance is provided to individual enterprises without regard to their interconnections, is insufficiently effective. Instead, a transition to an integrated model of sectoral management is required, where all key links — extraction of aquatic biological resources, aquaculture, processing of raw materials, warehousing of finished products, transportation to the end consumer, and finally distribution through retail chains and wholesale channels — function not in isolation but as a single technological and economic chain. It is within such a chain that value added is created sequentially at each stage, making it possible to maximize the result and ensure the overall sustainability of the industry. The practical significance of the study lies in the possibility of using the proposed directions in the development of regional programs, investment projects, and management decisions aimed at enhancing the competitiveness of the Kaliningrad fishery complex under conditions of geo-economic instability and increasing requirements for the region’s food independence. | ||
