IMPLEMENTATION OF INTERNATIONAL ENVIRONMENTAL AND ECONOMIC POLICY USING POLLUTION QUOTAS

Annotation:

The model describing the formation of the state policy aimed at the regulation of the production pollutions optimizing the toolset of selling or issuing quotas for harmful emissions has been reviewed. It has been proven that if the number of the permits for pollutions is low, and the obligatory restrictions for harmful emissions exists in Russia, then the increasing of their specific amount per the capital unit can lead to return of the capital from abroad to Russia, as well as to the growth of international rent cost of capital. In case of consistency of the production factors the industrial emissions in the country and abroad will go down, and the optimal price for the permits will go up.
