Annotation:

The article has reviewed the practical issues of evaluation of the quality of education by means of generalization of the world experience and the impact of intellectual resources on the level of the educational services providing. The necessity of establishing ratings and criteria of evaluation of educational institutions has been justified. In order to increase the rate of economic growth and competitive advantages of the entities the effective system of transfer of knowledge and obtained experience is required that is the basis of establishing the intellectual resources. The russian education is at the stage of reformation aimed at changing the mechanism of functioning of educational institutions.
