Legal regulation of PURCHASING the property RIGHT FOR a new ITEM of the real estate

Having investigated the existing points of view, the author has determined the following bases for purchasing the pro­perty right for the new item of the real estate: construction of buildings, structures, facilities, as well as the facilities of incomplete construction according to the requirements specified in the civil, land and urban-planning legislations; legalization in accordance with the judicial procedure of the autocratically constructed facilities of the real estate; creation of the artificial land plot; reconstruction of already existing facility of the real estate with the subsequent registration of the property right to the new item of real estate.
