Fiscal policy of municipal entities as a factor of the human capital development

The article substantiates the necessity of increasing the index of human potential development as an indicator of efficiency of activity of local authorities. Authors use HDI (human development index) as the value of human capital integrated index, which reflects the key aspects (life expectancy — health care assessment; level of education — assessment of accessibility of educational services; income of population — economic situation). The work evaluates the local budget expenditures per capita. The dependence of HDI on the local budget expenditures per capita is revealed. Analysis of expenses of the budgets of municipal districts of Volgograd region for development of the individual indicators in the structure of the HDI is conducted.
