Models and valuation methods of the functional completeness of information systems for the state institutions in the social sphere

Annotation:

Currently, the market of software for government institutions experiences the problem of choice of the information system meeting the criteria of price and quality due to the large number of similar software products from multiple vendors. The method proposed in the article allows evaluating completeness of the automated functions relative to a typical system, as well as the degree of similarity and the interaction of different systems. The definition of capacity of interaction, difference and absorption of systems is proposed at the first stage. At the second stage, the use of logic matrices and calculation of percent ratio of the common functions is proposed for determination the degree the interaction between the systems. The use of the method is demonstrated on the example of comparative analysis of the most spread software complexes for the state institutions working in the social area.
