The article details the basic trends in the general government sector. The features of financial management in the general government sector are identified, among them: a) failure to achieve social efficiency within the non-program approach; b) the main purpose is effective fulfillment of the commitments and implementation of imputed functions. The required and sufficient conditions for the maximum efficiency achievement are proposed on their basis, namely: a) a clear statement of a limited list of functions of the general government sector authorities and attachment of their performance efficiency to the imputed functions; b) forming of a circle of decision-makers within each program, in the context of the program activities and trends. |
