On some issues of the legal regulation of entering on municipal duty (based on materials of the southern federal district)

The article is devoted to the characteristic of procedure of entering on municipal service. The author investigated the federal legislation; the relevant provisions of the legal regulatory enactments at the regional and municipal levels were analyzed. Conclusions are made regarding expediency of the differentiated approach to regulation of the procedure of entering on municipal service depending on the type of municipal entity, as well as conclusions regarding the need to exclude the provisional rules from the municipal service legislation (Article 17 of the Federal law «On municipal service in the Russian Federation»). It is noted that the regional and municipal acts regulating the issues of entering on the municipal service comply with the federal legislation in general; however, the municipal law-making goes far beyond the frame established at federal level in some entities of the Southern Federal District.
