Means of legal regulation of security service: concept, need of application and classification

The article substantiates the necessity of application of the means of legal regulation of security activity. The essence of such tools consists in their influence on emergence, modification or termination of relations of this type of entrepreneurial activity. On the basis of the conducted analysis, the classification of means according to the following elements is provided: regulatorylegal enactment, legal institution of licensing, legal institution of supervision and control, and in some cases, administrative and judicial acts, and contract of protection. The author’s draft of the Federal law «On the security activity in the Russian Federation» results from the research, which represents one of the means of the legal regulation of the entrepreneurial activity under consideration.
