ANALYSIS OF THE MAJOR ECONOMIC PROBLEMS OF THE PRODUCTION AND CONSUMPTION WASTES MANAGEMENT AND THE WAYS OF THEIR SOLUTION WITHIN THE FRAME OF METROPOLIS

The article describes the main provisions and features of the city of St. Petersburg activity for production and consumption wastes management; identifies the associated problems, which include: nonconformance of the city tariff policy to the ecological situation in the field of waste management, lack of environmental systems encouraging businesses to wastes recycling and collection, low investment attractiveness of the activity. The author proposes the ways for improvement the economic and environmental situation in the city: revision of the tariff policy by increasing of tariffs and payments for garbage disposal, modification of the tax policy of the city regarding introduction of the tax for waste recycling paid by the population, introduction of the systems of payments for containers and packing disposal from the large enterprises.
