Annotation:

This article takes a look at the relations between the principal actors: the State, business and population in the field of import substitution. The analysis of dynamics and structure of food imports is conducted. The actual level of food imports in the retail turnover of food products is set. The objective nature of strategy of substitution of food import is revealed. The interests of business entities and their implementation in the context of import substitution are analyzed. The groups of interests that the subjects of the national market have in the conditions of import substitution are analyzed. Conclusions about attribution of the import substitution to production relations are made. Definition of the import substitution category is proposed. Interaction between food import substitution and food safety and food provision is investigated.
