FINANCIAL FUNDAMENTALS OF THE CITIZENS’ RIGHTS TO SOCIAL SECURITY IN RUSSIA

The article presents discussion of the most important constitutional human and civil right — the right to social security. Different types of social security are analyzed: pensions, benefits, subsidies, etc. The author identified the problem of legal regulation, as well as of the direct implementation of the above law in general and in the issues pension provision in particular. The article highlighted the disputable areas of legislation, as well as the ways of their resolution by means of making appropriate changes in the legislation of the Russian Federation. Three 3 provisions, which reflect the main ideas of changing the regulation of the right to social security and the mechanism of its implementation, are presented as conclusion.
