FORMATION OF ELECTION COMMISSIONS FOR THE FIRST EQUAL DIRECT GENERAL ELECTIONS: LEGAL AND HISTORICAL INSIGHT

The article examines the formation of electoral commissions on the basis of the electoral law of the second half of the 1930s. The work defined the main stages of the election campaign; characterized the preparation process to elections to the local Soviets in 1939. The process of formation of the electoral commissions during the election campaign of 1939 became an object of the research. On the basis of archival materials and statistical data, the quantitative indicators of the subject under consideration were presented taking into account the regional specificity of the of the Lower Volga region. In conclusion of article the author notes the revealed features of formation of election commissions during preparation for elections to the local Soviets of 1939.
