Annotation: |
The article proves a universal nature of the principle of the Russian ecological law as for obligatoriness of environmental impact assessment while making decisions on implementation of economic and other activity, the fact of its wide application in international agreements and the legislation of foreign countries and also its real implementation in Russia during public discussions of projects of potentially dangerous economic and other activity. And though the results of such discussions have advisory nature, it’s just involvement of the public in process of adoption of ecologically significant decisions that allows giving them necessary legitimacy and ensures realization of the constitutional environmental human and civil rights. |
