The article presents the results of practical application of the lean production tools in the municipal administrations of Ust’‑Labinsk district of Krasnodar region. The essence of the concepts of “Kaizen”, “scientific organization of labor”, “Lean‑production” are studied from the theoretical point of view. The historical development of this process in the world is considered. The foreign and domestic experience in the use of lean production tools is analyzed, with special attention paid to the use of lean technologies in municipal management. A positive application experience of lean municipal management in the regions of the Russian Federation is presented. A pilot project “Lean Ust’‑Labinsk” was proposed for consideration, the main purpose of which was the formation of a culture of lean production in the local government of the Ust’‑Labinsk district of Krasnodar region. The results of the implementation of this project for 2016–2017 years are shown. For implementation of the first project “Municipal services” the most popular municipal services provided in the administrations of rural settlements of the Ust’‑Labinsk region were selected, which include the issuance of certificates; the provision of an extract from the economic book; the provision of archival certificates, extracts, copies of archival documents. Measurement of duration of working time in the provision of municipal services “Issuance of certificate of family composition” and “Issuance of certificate of availability of homeownership” was conducted. Results of the major loss were identified — the extra travel (about 10.5 km), excessive overload (specialist brings the book to an average of 200 kg) downtime (up to two hours of working time). In all administrations of settlements of the Ust’‑Labinsk area it was offered to use tools of visualization of the specification and numbering of the contents of household books to apply carts or mobile shelves. A positive effect was the reduction of losses in the archive Department of the administration in the provision of municipal services and the reduction of losses in the issuance of documents to the population of the office of architecture and urban planning, as well as improving the quality of municipal services.
