Annotation:

The development of energy infrastructure affects the growth of productive forces in the region, which is determined by its role in the development and deployment of all sectors of regional economics. However, the scale of development of energy infrastructure depends on the demand for energy products and its services in certain territorial boundaries. Functional unity of products and services of energy infrastructure is manifested at the stage of choice of energy resources, energy consuming processes and installations by consumers. Economically justified relations of consumption of various types of fuel and energy are established at this hierarchy level, which form the main proportions of the development of energy‑infrastructure elements. The most important objective is ensuring quality of providing electricity services to consumers in the context of reorganization of the electric power industry. Many authors come to a conclusion about the inadequacy of these transformations while ensuring uninterrupted power supply, development of competition, and, most importantly, in assessing its economy for consumers. The availability of electricity consumption depends not only on the level of prices, but, mainly, on the technical capabilities and the degree of reliability of power supply system. While considering energy infrastructure as an industrial one, it becomes necessary to combine the industrial and territorial principles of managing its operation. Energy infrastructure consists of structural units with common properties, the presence of which makes the structural units of infrastructure interconnected and interdependent. In this case, each of the properties has specific features. Interaction of structural units of the energy infrastructure forms the structure and its industrial composition. It should be noted that energy infrastructure is developed taking into account the actual and predicted consumption of energy resources in the region.
