Against the background of continuous reforms of the national pension systems, more and more relevant is an issue and revision of the systems of provision of pensions for public servants. Consequences of the financial and economic crisis have led to rapid growth of the budget deficit in the majority of the countries of the Organization for Economic Cooperation and Development (further — OECD). In more than half of the member countries of OECD there are separate systems of provision of pensions for public servants and employees of the public sector. But their scales are various though average maintenance costs can make up to 1.5 % of the gross domestic product. The purpose of their creation is ensuring loyalty of public servants to the employer — the state and also ensuring their independence of external influence. During the analysis of the international experience two polar approaches to reforming of pension system concerning employees of public sector have been revealed: 1) association of pension systems of private and public sector or 2) their development separately from each other with a possibility of transfer of the pension rights from one in another. However, their use is especially individually for each country that is explained by features of organizational, political and economic character. Need of creation and providing the mechanism of transformation of the pension rights earned in pension system for public servants in pension system for the private sector is marked out. Need of association of system of the state provision of pensions and pension insurance of workers of the private sector for ensuring effective mobility of labor and protection of the rights of citizens is in the long term proved. |
