THE DEVELOPMENT OF SMALL AND MEDIUM ENTREPRENEURSHIP IN RUSSIA AS A WAY OF IMPROVING THE SOCIAL SECURITY OF THE SOCIETY

In modern Russia the tendency to marginalization of the population was designated. It happens not only because of economic problems, but also because of personal degradation of citizens. Adjustment of system of mutual social support can correct this situation. This process reaches the greatest efficiency at an initiative from below. Similar integration can become basis for formation of the new civil relations. Now Russia is in a difficult economic situation that, certainly, affects social policy of the country. Social protection of the population is one of the most important directions of social policy of the state and consists in establishment and maintenance of socially necessary financial and social status of all members of society. Therefore there is relevant a search of social system, more useful to society, which would allow to raise the standard of living of the population, to eradicate poverty, and to make employment among the population the lever for achievement of the new civil rights and freedoms. Thereof the help to small and medium business can be considered an important social and general economic task in policy of the state. One of methods of the solution of this task is withdrawal from declaring and creation of really operating mechanism of support of a business sector of economy. An important role is played at the same time by functioning of the employment services of the population which possess the necessary database and can hold in the territory the training seminars and render consulting services for future businessmen.
