THE DEVELOPMENT OF METHODOLOGICAL TOOLS FOR COMPARATIVE EVALUATION OF THE POTENTIAL OF REGIONAL INDUSTRIAL COMPLEXES IN TERMS OF THE FORESTRY SECTOR

Annotation:

The article summarizes the main methodological approaches to assessing the state and level of development of regional industrial complexes, based on determining the degree of realization of their economic potential. The advantages and disadvantages of existing methods for assessing the economic potential of regional industrial complexes are revealed. The regional forest sector of the economy was chosen as the object of research. The authors developed a system of economic indicators for assessing the potential of the forestry sector of the economy, including two levels: the primary and the resulting. The indicators of the primary level are systematized in the context of the main factors of production and the corresponding structural elements of the potential. The indicators of the resulting level characterize the ability of a regional industrial complex to produce a socially significant product, and represent performance indicators. Analysis of the potential of the regional forest sector includes three stages: assessment of regional performance indicators, assessment of economic potential indicators and assessment of competitive capacity indicators. In the absence of generally accepted criteria and threshold values of traditional economic indicators, an objective assessment of the state and level of development of a regional industrial complex can be given by comparing it with similar socio‑economic systems. With a view to approbation of the methodology, a comparative assessment of the forest sector potential of the subjects of the Volga Federal District was carried out. The methodology of the assessment of the state of the regional industrial complex suggested by the authors of the study should be considered as a model one. If the principal provisions are maintained, the toolkit of the methodology can be adjusted depending on the purpose, object and subject of the research: the list of indicators is refined or expanded, other mathematical and analytical methods of data processing are used. Such adjustments will make it possible to adapt the methodology to analyze the performance of any sector of the economy or economic activity.
