The relevance of the study is due to the lack of consensus on the nature, interaction and correlation of the ways of coordination of economic activities in general and at the higher education market in particular. Currently, there is a formation of a new institutional environment of the higher education market in which the search for optimal models of coordination of stakeholders is intensified. The article contains the formulation of the problem of development of the theory and methodology of the analysis of coordination of participants of the system of higher education in the conditions of reforms. The transformation of the institutional environment, including its informal part in the context of systematic changes, causes a number of trends that allow us to assert the presence of a hybrid nature of coordination of actors at the higher education market (simultaneous influence on the market hierarchy (administration), price coordination, mutual agreement and standardization as the ideal ways of coordination). In such circumstances, the problem of effectiveness of the regulatory impact and a combination of methods and tools for coordination of stakeholders is actualized. Under the ongoing higher education reform the problem of choice of methods of coordination of stakeholders and their combinations are not solved. The emergence of hybrid forms of coordination requires the updating of analysis tools and a deeper understanding of emerging trends, taking into account the global goals of state educational policy. The relevance of the development of the theory and methodology of the analysis of the models of coordination of participants of the market of higher education due to the need of harmonization of the ways to coordinate and improve the quality of coordination of stakeholders is able to increase the effectiveness of education reform. The study used a set of theories within the institutional paradigm. According to the results of the study, it is concluded that it is necessary to improve the theory and methodology of the hybrid model of interaction between stakeholders of the higher education system. |
