EMPLOYMENT OF DISABLED PEOPLE: MECHANISMS OF STIMULATION OF DISABLED PEOPLE INCLUSION IN THE LABOR PROCESS IN THE RUSSIAN FEDERATION

The article examines the situation of disabled people at the Russian labor market. About 4 million people with disabilities in Russia can become an active part of the labor process. The article also presents a number of rights in the field of employment, as well as the analysis of the legal basis of social protection of disabled people. The main law regulating this issue is the Federal law No. 181 “On social protection of disabled persons in the Russian Federation”. The main problems of employment of persons with disabilities areidentified and analyzed. Among them, the most common are: low level of socialization of disabled people, lack of access to social environment, lack of activity of managers in recruitment of people with disabilities, as well as low level of education of disabled people. The reasons for these problems are bureaucratization, lack of funds to create special jobs and low level of knowledge of the rights of persons with disabilities in the Russian Federation. The main directions of the state policy in the field of employment of persons with disabilities are examined: reservation, quota of jobs, creation of favorable working conditions, organization of training of disabled people in new professions. The article gives recommendations for improving the employment process of people with disabilities, the implementation of which will increase the labor potential of the country. It is proposed to fix the number of quota jobs in the amount of 3 % in all entities of the Russian Federation, as well as introduce changes in the interest rate in the social insurance fund for organizations that do not fulfill obligations in the field of quotas. These measures will improve the situation in the labor market for people with disabilities.
