The article discusses the features of formation of the intellectual human capital in the conditions of the “creative economy” of Russia. The distinctive feature of the “creative economy” (imaginative) is defined. The system of factors influencing the formation of human capital in the process of its innovative development is revealed. A holistic view of the creative component of the labor force and its role in the composition of traditional factors of production is formulated. The reasons of the low efficiency of introducing intellectual and creative resources in the modern conditions are determined, when there is a high mobility of capital and production factors, and the modern economy has moved from competition based on comparative advantages (labor cost and availability of natural resources) to competition based on the advantages of unique productions and processes, i.e. intellectual capital. The interrelation of the main factor of production ‑ human capital (labor) and intellectual production is demonstrated. The elements of the creative component of human potential are given. The factors influencing the innovative activity of human capital are also presented. It is proposed in this study, when evaluating the human capital, to take into account the intellectual capital and intellectual and creative resource. The characteristic of the role of intellectual capital is provided, which recognition makes significant adjustments to modern methods of organization and management. When considering the modern historical period of human capital development, the main elements characterizing changes in the field of education are highlighted, and the direction of improving the efficiency of using human capital through improving the system of continuous (vocational) and additional education is underlined. The creation and development of new qualitative approaches to the theories of progressive economic dynamics in the field of educational activity is substantiated. |
