The regions of the North Caucasus have an important geostrategic value in the territorial structure of the Russian macroeconomics, therefore their socio‑economic sustainable development is a priority for the strategic management of the national economy. The author notes that the specificity of the territorial and spatial organization of the North Caucasus is the presence of both highly developed regions with broad and efficiently used competitive advantages, having serious institutional potential and a high level of socio‑economic development, and crisis depressed «enclave» regions with a monospecialized sectoral structure, and also low level of socio‑economic and institutional development. In most of the «enclaves» of the traditional economy of the North Caucasus, economic activity is determined by ethnic and cultural characteristics, ignoring the principles of market efficiency of the modern organization of the economic system, there are no incentives for geo‑economic integration, while maintaining isolation and privacy as the main forms of social and economic life. However, the «enclave» development trajectory of the regions of the North Caucasus can be changed due to inclusion of the territory in global and macroeconomic relations, the expansion of industries, the formation of intelligent and innovative industry centers, cluster organization, and the expansion of recreational and tourism services. This article, which is a continuation of the author’s research on a comparative geoeconomic analysis of the spatial development of the territories of the South of Russia [1, 2, 3], presents the basics of the methodology for formation and implementation of a geoeconomic strategy for modernization of the regions of the North Caucasus, based on investment, innovation, technology and institutional imperatives, ensuring the growth of the competitive economic potential of the territories and determining the path of their promotion to global markets. |
