ISSUES OF DEVELOPMENT OF THE HOUSEHOLD SOLID WASTE PROCESSING AS AN INDUSTRY OF A MODERN GREEN ECONOMY IN RUSSIA

The article discusses the ongoing modern processes of formation and structural adjustment of the household solid waste processing industry as one of the most important elements of the green economy of Russia. The current conditions of formation of the industry, including regulatory and programmatic ones, are analyzed; the existing problems and threats of the further development are identified. The basic prerequisites for sectoral development associated with the current national project «Ecology » are described. A comparison of software installations and the requirements of the economic system to the level of industry functioning is given. It is concluded that the measures taken today to reform the industry will not give the necessary effect, since they do not set their priority on creating an all‑Russian waste sorting system. The article substantiates the most acute problems requiring direct government intervention, the absence of which in the near future will lead to a decrease in the efficiency of the household waste processing industry as part of the modern green economy, solving the problems of sustainable development of society. These include the following. Firstly, this is an unstable financial situation of regional operators with the possibility of their bankruptcy and takeover. Secondly, there are high investment risks, which lead to a low interest of private capital in the construction of new enterprises. Thirdly, there is no vision of the structure of the industry; there is no list of enterprises by type of activity: collection, recycling, disposal, incineration. The flow of goods has not been calculated, which does not allow building an effective system not just of collecting waste and its removal from the economic system, but of efficient use of all system resources, including its reuse, that is, the transition to a cyclical economy.
