RISK MANAGEMENT SYSTEM IN FORECASTING AND PLANNING OF FINANCIAL AND ECONOMIC ACTIVITIES OF THE UNIVERSITY

Currently, higher education institutions are full‑fledged subjects of a market economy, have a high level of independence in determining the priority areas of their development, the goals of educational, scientific and income‑generating activities. At the same time, a high level of independence in making managerial decisions entails a high level of responsibility for the effectiveness of planning and implementation of all functional areas of the university. The purpose of this study is to develop a methodological approach for identifying and assessing risks in the risk management system in the field of forecasting and planning the financial and economic activities of the university. The basis of the methodology is an algorithm for identifying and assessing risks in the risk management system in the field of forecasting and planning the financial and economic activities of the university. The main stages of this algorithm are: identification, analytical, evaluation. To test the presented methodology, an analysis of the financial and economic activities of the FSBEI of HE “Moscow State University named after N.P. Ogareva. Exogenous and endogenous risks were identified in the field of planning and forecasting the financial and economic activities of the university. Their assessment was carried out using the matrix method, including determining the magnitude of losses and the likelihood of risk. Based on the results of the assessment, a risk ranking map was constructed by probability of occurrence and degree of influence. Mapping made it possible to systematize possible risks, classify them according to the degree of possible damage, and prioritize decisions on corrective actions. As a recommendation, a set of measures to minimize risks in the field of forecasting and planning the financial and economic activities of the university, their possible localization, distribution and compensation is proposed.
