In society, one can trace dissatisfaction with the quality of public services, in particular, the quality of education in many universities. There are objective reasons for this, the main of which is the underfunding of education and science. However, if we want to measure the quality of education, we will face a number of difficulties. It is not clear what indicators should be paid attention to, how to evaluate them. This article proposes a method of system analysis of complex problems, which can be applied to the analysis of the quality of higher education. The essence of the technique can be represented by the following algorithm: 1) identification of the problem factors using the methods and models of system analysis; 2) cognitive modeling based on the identified factors in order to establish their significance and the strength of the relationships between them; 3) based on the results of cognitive modeling, the compilation of the most significant factors in the priori model, which is a hypothesis of the study; 4) testing the hypothesis and building a posteriori model using the method of structural modeling. The proposed method of system analysis of problems should be used to study the views of all stakeholders. In the case of the quality of education, the stakeholders are students, their parents, teachers, University administration, employers, and the Ministry of science and higher education of the Russian Federation. Only in this case it is possible to catch their needs, expectations from the University, which will allow formulating the mission of the University and organizing the educational process in accordance with it. The article provides an example of developing a model for assessing the quality of education at high school from the point of view of students, which allows us to understand the essence of the proposed methodology. |
