Annotation:

The aim of the study is to analyze the nature of business incubators and identify areas of their development in Russia. An analysis of Russian and foreign studies shows that the development of business incubators in Russia is unsystematic in nature, due to the focus on the experience of developed countries and the implementation of a catch‑up development model. Based on an institutional approach to the analysis of the state support system for small and medium‑sized enterprises, empirical and theoretical studies of business incubators, the article proposes to consider a business incubator based on an integrated approach as a mechanism to stimulate and maintain innovative activity of small and medium‑sized enterprises with a view to their sustainable development in the national economy. This approach allows you to combine the advantages of the process and functional approaches to the interpretation of the concept of a business incubator, which significantly changes the management system of business incubators in the system of state support for small and medium‑sized enterprises. The analysis of the typology of business incubators allows us to focus on the need to match business incubators to the level and needs of the region’s economic development in the context of digitalization of the economy. The article proposes a model for choosing the type of business incubator, based on taking into account general economic factors, specific factors of regional development, the characteristics of the entrepreneurial ecosystem and assessing the prospects for the development of start‑ups. An important condition for using business incubators as a support mechanism is the development of the institution of state support for small and medium‑sized enterprises in order to increase innovative activity and generate knowledge. Thus, the formation of business incubators that meet the needs of the regions will optimize the costs of business incubators and achieve the necessary level for the development of the regional economic system.
