IMPROVING THE MECHANISM OF ENVIRONMENTAL MANAGEMENT OF THE REGIONAL INDUSTRIAL ENTERPRISES: LEGAL AND ECONOMIC ASPECTS

With all the variety of existing today regulations and legislation in the field of legal regulation of environmental issues, in many cities and regions remains a difficult environmental situation. The problem is particularly acute in the regions‑large industrial centers, which is the Chelyabinsk region. Chelyabinsk region ranks 83rd out of 85 regions of the Russian Federation in the national environmental rating. The subject of this article is the legal and economic issues of environmental management at regional industrial enterprises of the Russian Federation. The article analyzes the legislation regulating the state and regional environmental development, the degree of implementation of the environmental management system in accordance with international environmental standards at the metallurgical enterprises of the region. The article reveals the features of the regional environmental development of the Chelyabinsk region with the use of statistical data over the past decade, justifies the need for measures to stimulate economic entities in order to upgrade equipment fleets and introduce the best available technologies. On the example of a number of large industrial enterprises in the region, the effectiveness of environmental programs and measures implemented in accordance with the international standard ISO 14001, through the quantitative assessment of emissions into the environment and through the total amount of investment is shown. The main attention is focused on the creation of conditions for the implementation of the constitutional right to a favorable environment through the provision of healthy development of the regional economy. It is concluded that it is expedient to use the world experience in the application of environmental management systems in accordance with the international standard ISO 14001 by local governments in the implementation of the strategy of sustainable development of cities and regions.
