Annotation:

The article examines the concept of cluster, cluster policy, the importance of its implementation for the economic development of the state, as well as its regions and industries. The advantages and opportunities that are opened up for an enterprise in the oil and fat industry united in a cluster are considered. A cluster is a group of geographically adjacent and interconnected firms in any field of activity that can be defined by a specific community of activities that can complement each other. Any cluster is a form of enhancement of competitiveness, and also provides for a possible appearance within the cluster of a number of positive economic effects that provide a significant advantage to the organization. For example, the association will help to minimize the risks of participants and increase resource opportunities. Cluster policy is a system of government measures that are aimed at providing all possible support to clusters. All this can be seen in development of the institutions that encourage cluster associations, innovation, and state aid. The promotion of cluster formations, as well as implementation of cluster projects, is one of the strategic objectives of the most entities of the Russian Federation for a number of reasons. Firstly, it improves the level of innovative development of enterprises that are part of clusters, and secondly, it is a tool for increasing the economic development of the region. Regional cluster is defined by a set of firms, institutions, and other possible organizations that are related to each other in a particular production area, as well as located in a particular region. In a cluster, the origin of synergy arises through competition, as well as cooperation between the members of the association. An industry cluster is an entity that includes organizations of industry and related companies.
