PROBLEMS AND PROSPECTS OF EDUCATIONAL START-UPS IN THE VOLGOGRAD REGION

and developing educational startups in the Volgograd region, identifying the main problems and key factors. The main research method was a questionnaire survey of 65 people from among employees of educational organizations, creators/participants of innovative projects in the field of education, employees of educational authorities, students and employees of the infrastructure site. The environment for the emergence and development of new educational projects/startups was assessed as satisfactory. The infrastructure for the implementation of educational startups and its accessibility received satisfactory marks. A large majority of those surveyed noted a positive public reaction to educational startups. The majority of those surveyed assessed financial support for educational startups from all sources as unfavorable. The situation with motivational support is somewhat better. Organizational and informational support is at a medium level. Such types of stimulation of innovative activity of the personnel of educational organizations as providing flexible working hours, improving working conditions, and recognition in the expert community, are not very common. The factors underlying the innovative development of the organization are the interest and openness of the organization’s employees and administration, as well as a systematic approach to the innovative development of the organization. The key barrier hindering the innovative development of the organization, according to the respondents, is the lack of infrastructure for innovation. The competitiveness of the environment for the emergence and implementation of educational projects and startups is estimated at a medium level. It is advisable to increase financial support for educational startups at the regional level, improve informational support, for example, the system of informing educational organizations about regional and federal grant competitions and the activities of the business accelerator of social projects, which was launched in Volgograd in 2019, apply new forms of motivating personnel, as well as continue the development of the innovative infrastructure of the region.
