Annotation:

In this article, the author examines the current issue of the role of civil society in the administrative and legal transformation of managing the protection of the constitutional order, security and well-being of Russian citizens. The coronavirus pandemic has led to a global crisis in both financial and public relations. That is why the anti-crisis management system requires the most significant changes as never before, especially in terms of administrative lawmaking. Taking into account the fact that the Russian Federation is a complex multidimensional system that unites a variety of institutions for the transformation of administrative lawmaking, the author turns to the analysis of the social environment, which, in his opinion, is experiencing not only the consequences of the crisis, the vagueness and even contradictions of the directives of government structures, but it also lacks the ability to achieve socially significant goals, which ultimately weakens the administrative and legal protection of the constitutional order, security and prosperity of Russia. Therefore, in his article the author tries to study the influence of public opinion on administrative lawmaking, analyzes the problems of interaction between the popular majority and the minority, and also considers public opinion as a manifestation of interaction between the state and society in the context of the administrative and legal transformation of managing the protection of the constitutional order, security and well-being of Russia. At the end of the article, the author comes to the conclusion that the study of the role of civil society in the administrative and legal transformation of the management of the protection of the constitutional order, security and well-being of Russia will make it possible to fully implement anti-crisis management in the active interaction of both public authorities and citizens themselves.
