ANALYSIS OF THE HOUSING AND COMMUNAL SERVICES MARKET IN NIZHNY NOVGOROD

This article examines the competitive environment of the housing services market in the city of Nizhny Novgorod. In Nizhny Novgorod, a strategy for the socio-economic development of the city for the period 2017—2022 is being implemented. When the strategy was launched, the city’s housing stock consisted of 9,800 apartment buildings, and the housing services market was highly competitive. One of the tasks of the city’s strategic development is to increase the competitive environment in the market of management companies, therefore, one of the strategic indicators by 2022 is the presence of at least 105 management companies in the market. In this research paper due to theoretical and methodological issues related to the analysis of market structure as well as market concentration indices, market share threshold indicators, concentration index, Linda index, Herfindahl — Hirschman index, which are used for the first time among similar works, the current assessment of the competitive environment of Nizhny Novgorod housing services market is carried out. The information base of the study was the data posted in the public domain on the information resources of the State Housing Inspectorate of the Nizhny Novgorod Region, sites with data on taxpayers. The results of the study make it possible to apply the described approach to assess the competitive environment of the housing services market in any municipality or region. This study also has practical significance for assessing the effectiveness of the implementation of the Nizhny Novgorod development strategy, which shows an increase in the competitive environment in the housing services market and the achievement of one of the strategic indicators of the strategy for socio-economic development of the city. Competition among the management companies of Nizhny Novgorod is growing.
