Annotation:

Human potential in the modern world is the most important engine of scientific and technological progress and socioeconomic and cultural development. The article presents the results of the analysis of the concept of human potential, selects particular indicators and builds an integral index of human potential. Among the components of human potential, the following were identified: 1) the proportion of the population from 15 to 72 years old with higher and secondary specialized education; 2) natural population growth/decline; 3) the number of visits to museums and theaters; 4) life expectancy at birth; 5) contingents of patients with alcoholism and drug addiction; 6) the number of murders and attempted murders. These indicators generally describe the main aspects of human potential: physical, intellectual, cultural. The first four indicators are positive, and the remaining two are negative. The results of calculating the human potential index for Russian regions are presented, regions with the best and worst values of the indicator are highlighted. The data for the calculation were taken from the official directories of Rosstat — “Regions of Russia” and “Healthcare in Russia”. This, as well as the reluctance to overload the integral index, became the main criterion for choosing indicators. In conclusion, a multivariate cluster analysis was carried out using the k-means method in order to group the regions of the country according to similar sets of characteristics of the components of human potential. A comparative analysis is carried out and a brief description of 10 obtained clusters is given. The results of the work can be used both at the federal and regional levels in the development and implementation of a strategy for the development of individual regions and groups of regions in Russia.
