CONCEPTUAL APPROACH TO DEVELOPING FORESTRY SECTOR OF THE REGION BASED ON THE CONCEPT OF CIRCULAR ECONOMY

The conceptual approach involves the preliminary development of the research concept, that is, the development of a set of key provisions that determine the overall orientation, architectonics and continuity of the study. This article provides an overview of the main theoretical provisions of the concept of circular economy. The aspect of the circular economy concept in relation to the timber industry complex of the region is also considered, on the basis of which the legislative and regulatory framework of the federal and regional levels, revealing aspects of rational and integrated use of wood resources, are analyzed. In conclusion, the existing approaches to assessing the effectiveness of the directions of processing wood resources are analyzed, which made it possible to identify target indicators that allow evaluating the effectiveness of the considered directions of processing the resources of the enterprises in the timber industry complex of the region. The regulatory legal acts under consideration show the increasing importance of rational and integrated use of wood resources due to the reduction in the volume of plantings and the variety of use options. From the point of view of the circular economy concept, the use of wood resources should be organized from the position of rationality and complexity. Currently, various technologies for processing wood waste have been introduced at the enterprises of the timber industry complex of the Krasnoyarsk Territory — the production of fuel and pressed products. Despite the availability of advanced technologies for processing and recycling wood, this is not enough to achieve indicators of the complexity of the use of wood raw materials. Based on the conducted research, the author identifies the elements of a conceptual approach to the development of the timber industry complex of the region based on the concept of a circular economy. The implementation of the proposed conceptual approach will allow us to obtain a number of effects that have a positive impact on the activities of the timber industry in the region.
