Annotation:

The paper reveals the problem of determining strategic priorities in the system of the Russian national security. The preservation of national borders and the issues of strengthening the security of territories at all levels predetermine the existence of a national state interest, which seems relevant for theoretical research and the development of practical recommendations. National security is a category that manifests itself at every territorial level and requires research in all three planes of time: in the present, in the past and in the future. National security is a system, where the state and functioning of each part of its subsystems is important for its most effective functioning. An understanding of security has both general and individual characteristics, and the lower the rank of the territory, the more individual traits are manifested. The analysis of scientific works shows that security at the municipal level seems to be fundamental in the system of national security, and normative-legal state documents predetermine the content of general directions in the strategies pursued by the subjects of the Russian Federation. It is obvious that each of the subsystems of national security has a relationship with its constituent parts. Strategic planning has become mandatory for territories and subjects of any level, which is dictated by the strengthening of the contradictory processes of globalization and regionalization, on the one hand, and the need for each subject to be able to allocate its own strategic priorities, on the other hand. In this regard, there is a need to develop a model of strategic interests and priorities. The model proposed by the authors allows it to be adapted in the process of practical application and, according to the authors, is applicable at any level of management.
