DEVELOPMENT OF FORMS OF SUPPORT FOR EXPORTERS SINCE THE XVIII CENTURY: VARIETY AND CONTINUITY

The article investigates as a subject the development of forms of export support over time on the material of domestic export support since the 18th century. The aim of the study is to identify the variety of forms of support to exporters in the domestic economy and their continuity between different historical periods. The hypothesis of presence of such variety and continuity is confirmed. Historical research methods, periodization of the study interval, methods of general scientific analysis, generalization, and classification of support tools were used. Economic analytics on various historical intervals, normative documents, facts were studied. Measures for development of export and export-oriented production were analyzed. The analysis revealed forms and directions of support for exporters at the considered interval: centralization of export support resources; financial support for exports; protection of the export-capable industry against competition from import; creation of a friendly foreign trading environment; information support for exporters, including their advising, training and promotion through exhibitions and catalogs; developing the transport opportunities for exporters; ensuring a profitable exchange rate; development and modernization of export-capable industries, especially high-tech industries; attracting the advanced international technologies; stimulating the entrepreneurship in export-capable industries; empowering the regional authorities to implement some of support tools. There’s high continuity and dynamism in the development of support areas over time. Limitations of results: only basic areas of support were taken into account, a number of areas of indirect export support were not considered. The results can be used when working with strategies for development of Russian exports.
