ANALYTICAL REVIEW OF THE NORMATIVE LEGAL ACTS OF THE RUSSIAN FEDERATION REGULATING THE ISSUES OF THE SOCIO-ECONOMIC LEVEL AND QUALITY OF LIFE OF THE RURAL POPULATION, STANDARDIZATION OF THESE PROCESSES

In the course of the study, the authors present a list of the most significant federal regulatory legal acts that regulate the issues of systemic progressive improvement of rural municipalities, as well as issues of improving villagers` welfare and quality of life, standardization of these processes. In addition, the article analyzes the above regulatory legal acts of the federal level, defines their main strategic provisions, and identifies the areas of regulation and the results that are planned to be achieved in the process of implementing these documents. These documents are also analyzed to determine whether they contain norms that directly regulate the level and quality of life of rural residents, the standardization of the socio-economic living conditions of the population in rural areas. In addition, the researchers provide program documents in the field of development of agriculture as a sphere of the economy, and socio-economic improvement of the infrastructure of the life of rural residents in the Russian Federation. While analyzing federal regulatory legal acts, the authors substantiate the position that the legal regulation of the issues of the level and quality of life of rural residents, the standardization and unification of these processes are not formulated exclusively in one regulatory legal document, but are dispersed in a whole complex of regulatory legal acts that differ in level and industry affiliation. The study also identifies other problems and gaps in the legal regulation of issues of systemic progressive improvement of rural municipalities (hereinafter referred to as RMUs), as well as issues of improving villagers` welfare and quality of life and standardization of these processes.
