The article presents a model for describing the interaction of industrial and commercial enterprises of the region by reflecting the counter flows of goods produced and marketed by these enterprises. For this purpose, a modified model of Leontief’s intersectoral balance is constructed, which formalizes the exchange of material flows between industries. The paper analyzes other previously developed models of intersectoral material balance, indicates their disadvantages in comparison with the developed one, in particular, the lack of non-equilibrium components (unbalances) in them, as well as taking into account the costs related to the circulation of flows of goods not produced, but imported from outside the region by trade networks, which is of great importance in the economy of a particular region. In addition to the model, the target indicator of its optimization is defined and restrictions on the values of the optimized variables are formulated. The complexity of the tasks associated with import substitution forces us to generate more and more complex models of interaction between production and trade enterprises operating within market conditions, as well as the need to manage this socio-economic system without using the levers of state administration, the possibilities of which are provided for by the developed model, determine the relevance of the work. The model can solve the problems of industrial production development in Russia through mutual stimulation of the fuel and energy and non-energy sectors. The former provides relatively cheap energy and hydrocarbon raw materials to the industry, which, as recent events show, is its competitive advantage on an international scale. The second, due to the supply of its products, provides an opportunity for intensive development for the fuel and energy industries. |
