TRANSFORMATION OF REGIONAL MANAGEMENT IN THE CONTEXT OF REFORMATTING THE GEO-ECONOMIC SPACE

Annotation:

The article deals with theoretical, methodological and practical aspects of the study of spatial systems of the border type in terms of developing regional management. The author reveals the theoretical need to change the process of regional management and strategizing in relation to new spaces formed in the border contact zones under the influence of “hybrid wars”. The theoretical basis of the interdisciplinary study of spatial systems, complementing the theoretical provisions of the typology of border regions and regional management, is substantiated. The theoretical aspects of the influence of new factors transforming the space of the national and regional economy are clarified. The methodological foundations of the expansion of the typology of border zones on the basis of the study of the functions of boundaries, the features of the formation of spaces of a new quality and the definition of the specifics of their management are considered. The type and characteristic features of the regions that have arisen at the present stage of confrontation of geo-economic paradigms are revealed. The consequences of the influence of geostrategies for the implementation of hybrid wars on the transformation of border regions are studied from the standpoint of the “center-periphery”theory. The field of risks and opportunities for the development of the resort area in the changed conditions of increasing threats and proximity of combat zones is revealed. The priorities of updating the strategic guidelines for the modernization and diversification of the economy of the municipality, necessary for the further development of the Evpatoria urban district of the Republic of Crimea as a resort region included in the buffer zone of the national economy, are determined. Proposals on the directions of research and development of strategic management of spaces of a new type are formulated. The basis of the study is an interdisciplinary approach, including geo-economic, geopolitical, spatial, regional, systemic, evolutionary approaches, as well as a synthesis of methods of strategic, comparative, causal analysis. The results of the study are of theoretical and practical importance in updating strategic plans and management processes at the regional and municipal levels in the border regions.
