The downward trend in the level of socio-economic development of rural areas still remains one of the most pressing problems for Russian reality. Despite significant government support, favorable conditions for the life and activities of the rural population have not been fully created. The development of rural areas requires an integrated approach and participation of various stakeholders, including government agencies, local communities, the business sector and non-profit organizations. The article, based on the classical and modern interpretation of the concept of “rural territory”, defines its features in the context of sustainable development. System-wide factors hindering the development of rural areas are identified and possible directions of government programs to support their development are outlined. The analysis of the position of the Omsk Region in the Rating of socio-economic development of the regions of the Russian Federation in 2022 and the analysis of the provision of social infrastructure facilities [medical and preventive organizations, sports facilities (stadiums with stands, flat sports facilities, gyms and swimming pools), children’s and youth sports schools, as well as pre-school organizations] in rural areas of the Omsk Region as of December 31, 2022 are given. As a result, it is substantiated that among the main drivers activating the development of rural areas of the Omsk region may be: diversification of the rural economy, the launch of the process of ruralization and the formation of rural agglomerations, ethical farming and the production of terroir products of each municipal district, as well as the development of social entrepreneurship. The results obtained expand the scientific understanding of the drivers of rural development from the perspective of their value for the rural population and emphasize the importance of their further study and practical application. |
