The article is devoted to the development of the industrial market of mechanical engineering and machine tool construction in the Russian Federation. The study, based on the research of Russian and foreign literature, shows that the industrial market, as an economic phenomenon, has a multilevel hierarchical structure due to the fact that the industrial complex, where the main consumers of this market are concentrated, operates on the basis of complex production and technological chains from the extraction of raw materials to the production of finished consumer products. At the same time, the key role for the industrial market is played by mechanical engineering and machine tool construction as industries that make possible the production of all other types of products. The analysis of regulatory legal acts of the Government of the Russian Federation and state statistics data shows that until now there remains a strong dependence of key segments of this market (machine tool and tool industry, heavy machinery, production of machines for the oil and gas complex, light and food industries, etc.) on imports of machines and components; in this regard, the conclusion is made about insufficient effectiveness of the measures taken by the Government of the Russian Federation to implement the policy of import substitution within the framework of the State Program “Development of industry and increasing its competitiveness”. In this regard, the author formulates a set of proposals for the intensification of the development of mechanical engineering and machine tool construction, the substitution of imports with high-tech domestic products based on the implementation of various forms of economic and industrial-technical cooperation of the state, business, scientific and educational institutions (the formation of consortia, industry “competence centers”, research and production clusters and technology parks, the implementation of joint educational programs of universities and companies that train in-demand personnel, etc.). |
