EFFICIENCY OF FINANCING OF THE NATIONAL PROJECT “ECOLOGY”: EVALUATION, PROBLEMS, SOLUTIONS

The relevance of the efficiency evaluation is conditioned by the completion of the first half of its implementation period (2019—2021), and therefore the availability of results and opportunities for subsequent adjustment. The research object is a toolkit of evaluation and implementation of federal projects included in the national project “Ecology” (national project). The subject of the study is economic relations arising in the process of financing federal projects. The purpose of the study is evaluation of the efficiency of funding federal projects of the national project and to develop proposals for its improvement. The study used a set of methods: content analysis, generalization and systematization, index method. Based on the analysis of approaches to the evaluation of the effectiveness of the implementation of state programs, a methodical approach to the evaluation of the efficiency of funding federal projects of the national project has been proposed and tested. It includes two indicators — an index of the efficiency of financing the improvement of the environmental quality in accordance with the federal project and an index of the efficiency of financing the federal project as a whole, as well as performance criteria. The testing of indices on the example of eight federal projects showed that in the first three years of the national project implementation only five federal projects were efficiently funded. The identified problems of implementation and financing of federal projects of the national project are of systemic nature, which consists in imperfection of the mechanism of development and implementation of federal projects, dependence of the amounts of financing on the filling of the budget system. To increase the efficiency of financing, a set of measures is proposed. This set of measures includes prioritization of inter-budgetary transfers and subsidies from the federal budget as the main instruments of budget financing; increasing payment rates for exceeding permissible emissions/discharges/disposal standards and the amount of fines for violating environmental legislation; development of a unified information base about the national project “Ecology”, including data on the use of extra-budgetary sources of funding.
