Annotation: At present, an urgent methodological task is to organize targeted work with students at risk of academic failure. This is necessary to ensure that these students do not fall into the group of unsuccessful (low achievers), could successfully master the educational program and continue their education at the next stages. The aim of the article is to describe the peculiarities of the formation of universal educational regulatory actions of students at risk of academic failure. The analysis, generalization and systematization of works of Russian and foreign authors on various aspects of formation of meta-subject educational outcomes, as well as education of students at risk of academic failure are carried out. The paper analyses the possible causes of errors made in the performance of the final examination work in mathematics by 9th grade graduates of the Krasnoyarsk Territory schools who did not pass the minimum threshold. The list of deficiencies that have a significant impact on academic failure in mathematics in three groups of regulatory actions self-organization, self-control and emotional intelligence is identified. The sequential stages of formation of actions of students with risks of academic failure are described and characterized: introductory-motivational; trial action; discovery of a new action and the way of its performance; formalization of knowledge about the new action and the way of its performance; formation of action; development of action and the way of its performance. The presented stages of formation of regulatory actions will serve as a basis for designing a methodology for the formation of these actions of students at risk of academic failure in mathematics.
