Annotation: |
Food security of both the country and individual
regions is a structural element of the national security system.
In accordance with the Doctrine of Food Security, food security
is the most important component of socio-economic policy, as
well as a necessary condition for the implementation of the strategic
national priority improving the quality of life of Russian
citizens by guaranteeing high standards of living.
The main problems in the field of food security include: lack
of seeds and breeding material, unavailability of quality products,
low demand of the population for healthy nutrition.
When considering the methodological tools for assessing
the level of food security, the following features can be highlighted:
a large number of methods are focused on conducting
an assessment at the national level, which does not allow analyzing the situation at the regional level; there is no single
approved methodology for assessing food security of territories,
which complicates comparative analysis.
This article proposes a methodological approach to assessing
food security based on identifying indicators, comparing
actual indicators with thresholds, and also on the basis of the
standardization method. This approach was tested on the example
of the Krasnoyarsk Territory. Given the heterogeneity of the
climate and the extent of this region, the authors considered it
possible to divide the region into macro-regions and conduct an
analysis at the first stage for the identified macro-regions. At the
second stage, an attempt was made to consolidate the assessments
into a single integrated assessment for the entire region.
The analysis, in our opinion, allows us to develop recommendations
for the formation of a food security strategy for the
territory, as well as to identify risks and threats to ensuring economic
security at the regional level. |
