The article considers the types of opportunistic behavior of business entities operating within territorial entrepreneurial systems. The study focuses on the institutional nature of opportunistic entrepreneurial behavior. In the social aspect, opportunistic behavior of business entities is determined by the social nature of this behavior, while in the economic aspect it forms the economic nature and content of their actions. Opportunistic behavior can manifest itself in various forms: manipulation of information, evasion of obligations, use of unfair practices to gain competitive advantages, etc. This behavior not only undermines trust between market participants, but also creates additional risks for the sustainable development of territorial entrepreneurial systems. In this regard, certain actions by public administration bodies are required to reduce the level of opportunism. It is shown that measures and approaches of institutional behavior should be considered as the basis for activities aimed at minimizing the consequences of opportunistic behavior of business entities. Public administration bodies should focus their efforts on preventing and minimizing the consequences of opportunistic behavior of entrepreneurs within the framework of all the considered schemes of resource-factor interaction. First of all, this involves the implementation of preventive and warning measures, as well as proactive actions and procedures of an explanatory, preventive and control nature. Particular attention is paid to the need for widespread use of digital tools and methods. Digitalization allows for improving the transparency of processes, improving monitoring and control systems, increasing the availability of information for all market participants, and in some cases, preventing potential cases of opportunism. |
