Annotation: |
The article deals with the issues of state support
of crop production in the Novgorod region. The main approaches to the state support of agro-industrial complex are presented,
including direct and indirect forms of support, state regulation and
administration. Special attention is paid to subsidizing agricultural producers. It was found that in the period from 2020-2023 the
subsidy support to the crop production industry totaled more than
600 million rubles. The largest amount of funding was received in
terms of reimbursement for income support of the industry, cultural
and technical measures on retired agricultural land, brought into
agricultural turnover, and purchase of elite seeds. The tendency of
subsidies reduction in all directions is noted, which is explained by
the decrease in investment and production activity of agricultural
producers due to the saturation of the domestic market with domestic agribusiness products, as well as by the decrease in demand as a
result of low solvency of the population. The results of the regional
agro-industrial complex on creation of conditions for sustainable
development of the crop sector are given. At the current stage there
is an increase in gross yields of agricultural crops, a shift away
from import dependence at the expense of own seed development in
potato growing and grain production. To consolidate and strengthen the result of potato production activity, new sowing areas, potato storages are annually introduced the work of logistics centers
for pre-sale preparation and further sale of products is improved.
The importance of formation of priorities of state support in the
formation of agricultural policy at the federal and regional levels
is shown. Corrective actions to improve the efficiency of state regulation and subsidies to the crop production industry, allowing to
increase the targeting and objectivity of state support, are proposed. |
