The article presents the results of a study of institutional aspects and the concept of sustainable development of socio-economic systems at the micro level. The purpose of the study was to confirm the hypothesis that there is no single institutional approach to assessing achievements in the implementation of the sustainable development goals (SDGs) by enterprises of the gas industry. In substantiating the hypothesis, systematic, targeted approaches and a logical method were used. In the study of trends in Gazprom Group’s achievement of the UN SDGs, methods of economic analysis (classification, comparison and horizontal analysis) were used. As a result of the conducted research, two groups of problems of assessing the achievement of the SDGs at the corporate level were identified: firstly, the theoretical plan associated with the lack of a methodology for evaluating achievements and, secondly, the practical incompatibility between enterprises of the selected indicators for each of the goals. The study was conducted on the example of achieving the environmental goals of gas industry enterprises and established the instability and materiality of fluctuations in the annual values of most indicators characterizing the achievement of sustainable development goals in the environmental direction. It was concluded that the established unevenness of dynamics and the materiality of fluctuations in indicators objectively reflect the provisions of risk theory and confirm the relevance of applying a risk-based approach to institutionalization, i.e. further development of rules and norms for the formation of an integrated database of indicators of the process of ensuring sustainable development. The scientific novelty is the justification for the need to establish a unified institutional framework based on a risk-based approach to the development of regulatory support for the process of sustainable development. This proposal has theoretical significance for the development of institutional theory and the concept of sustainable development. The practical significance of the research results lies in supplementing the composition of the SDG achievement indicators with indicators characterizing the risks of negative impact on the environment. The results obtained can serve as a basis for further research in the field of institutional economics and sustainable development of economic systems at various levels. |
